For the Education, Environment, Transportation end Equality of opportunity the load factor is represented.
The load factors refer to exogenous components that are not directly traceable to the discretionary choices of local governments, but are directly linked to the demand expressed by other Administrations at a higher level and by other subjects outside the Local Authority.
For the Territory, Provincial Police and Procuring entity the level of services offered is represented. The service level variable is represented by a set of indicators (simple or composite depending on the function) of the services relevant for the individual function.
For the Metropolitan City Exclusive functions and the Mountain Province Exclusive functions the services are not assessable.

Local authorities are visualised only if they are assessable in terms of expenditure and services/load factors provided.
Local authorities are positioned in four quadrants based on the expenditure level and the level of services provided/ load factors. Aggregating the two dimensions:
- Local authorities in the lower right quadrant record a historical expenditure higher than standard needs and services/ load factors lower than the average of local authorities. On the opposite side, local authorities in the top left quadrant record a historical expenditure lower than the standard needs and services/ load factors higher than the average of local authorities;
- Local authorities in the lower left quadrant record a historical expenditure lower than the standard needs and services/ load factors lower than the average of local authorities. On the opposite side, local authorities in the top right quadrant record a historical expenditure higher than the standard needs and services/ load factors higher than the average of local authorities.
