SOSE analyst team on mission in Lithuania

The project for the evaluation of financial sustainability of local governments in the European country continues.

The project “Municipal debt restructuring: design a tool for the evaluation of the long run sustainability of LG’s financial structure” is being carried on by Lithuania Government with MEF and SOSE to define and to implement tools evaluating the sustainability of Lithuanian local Governments’ financial structure.

Next step of the initiative, financed by the Structural Reform Support Services of the European Commission, is scheduled for 24 to 26 September to discuss the results of the first phases of the project, focused on the preliminary assessment of Lithuanian local governments’ fiscal capacity and to inaugurate the third phase of this collaboration aiming to define the actions to undertake in 2020. SOSE analyst team will participate to three main sessions aimed to take stock of the situation, to share the methods of collection and analysis of data through a specific questionnaire; to develop the analysis of functions and expenses currently incurred by Lithuanian local Governments.

The evolution of the project concerns the refinement of the models to assess standard expenditure and the infrastructure gap based on the new information collected by the Lithuanian team; the implementation of tax equality models built on the results already collected; the study of tools to analyse fiscal gap.

This meeting which follows the first official visit of SOSE in April 2019 confirms the intent to enhance the Italian experience of standard expenditure needs, recognized as excellence model in Europe.
