The new methodological Note updating standard expenditure needs of Municipalities for 2020 issued

The methodological Note elaborated by SOSE refers to the updating of unvaried methodologies for standard expenditure needs of 2020

The methodological Note elaborated by SOSE and attached to the decree, refers to the updating of unvaried methodologies for standard expenditure needs of 2020 and the total standard expenditure need of each municipality in Regions with ordinary statute concerning the following basic functions:

  • Public education;
  • Territory and environment management and waste disposal service; 
  • Social services and nursery schools;
  • Administration, finance and control; 
  • Local police;
  • Planning and public roads;
  • Local public transport.

The methodological Note aims to explain the revision procedure for allotment coefficients of standard expenditure needs of municipalities in Regions with Ordinary Statute to allocate the resources of the Municipal Solidarity Fund.

As regards 2020 Standard Expenditure needs have been updated for the following services:

  • Nursery schools including the service dedicated to 0-2 old children for which the percentage of coverage has been normalized.
  • Public local transport (Italian acronym TPL), guaranteeing citizens the right to mobility through the provision of vehicles different from private vehicles. The standard expenditure need related to this service has been extended to all district capitals and to all metropolitan districts without considering historical expenditure estimate and maintaining unaltered all other calculation rules of standard expenditure needs published in “Aggiornamento a metodologia invariata dei fabbisogni standard dei comuni per il 2019" (Updated unvaried methodology of standard expenditure needs of municipalities for 2019)

For both services it is necessary to refer to 2016 database.

For the other basic functions, no changes have been made, neither to the rules for standard expenditure need calculation, nor to 2016 database. The allotment coefficients remained unchanged compared to those approved by the Technical Commission for standard expenditure needs on September 12th, 2018.
