Rome, 04/16/2019

As part of their first Italian mission, the technicians of the Lithuanian Government will arrive in Rome on Tuesday 16 April and will be guests of the Ministry of Economy and Finance and SOSE until Friday 19 April to make a point of the project: Municipal debt restructuring design a tool for the evaluation of the long run sustainability of LG's financial structure, funded by the Structural Reform Support Services of the European Commission.

Following several preparatory meetings, the Lithuanian authorities asked MEF and SOSE to support the project launched last July and based on the Italian experience of standard expenditure needs, recognized as an excellence model in Europe.

The aim of the project is to calculate the performances of the Lithuanian municipalities through an ad hoc built database, possibly supported by a dedicated questionnaire in order to acquire additional information. One of the objectives of Lithuanian representatives’ visit is to discuss and to analyse the results obtained by SOSE in the first part of the analysis of municipal services, especially relating to social assistance services

It will also be advisable to plan the further steps to analyse the sustainability of municipal financial structure and evaluate particularly the components of fiscal capacity. Finally, the delegation together with SOSE representatives will analyse the municipal infrastructure gap focusing on the function of heating, public transport and environment (waste and water management).
