Differentiation and asymmetry in Italian regionalism: SOSE at the ISSIRFA conference

Equity and efficiency in the production of local services: Italy photographed by standard expenditure needs.

ISSIRFA – Istituto di Studi sui temi regionali federali e sulle autonomie (Institute for the Study of Regionalism, Federalism and Self-Government) organized on 29 May a day conference dedicated to Italian regionalism. SOSE was represented by the manager of the Area “Techniques for Public Finance Analysis” of Study Centre, Francesco Porcelli.

Francesco Porcelli’s report “Equity and efficiency in the production of local services: Italy photographed by standard expenditure needs", starting with the Italian experience of standard expenditure needs provides a snapshot of Italian local governments. The determination of costs and standard expenditure needs of municipalities, provinces, metropolitan districts and regions, entrusted to SOSE by decree (Legislative Decree No. 216/2010) is one of the most important levers to overcome historical expenditure in the allocation of public resources and in the implementation of differentiated regionalism. Also Minister for Regional affairs and Autonomies, Erika Stefani, took part to the debate moderated by journalist Carmelo Cutuli.

The study day promoted the scientific dialogue necessary to evaluate regional initiatives and the most adequate procedures in the implementation process of differentiated regionalism.
