The free webinar dedicated to the 2021 Solidarity Fund for the Municipalities of the Emilia Romagna Region will be held on Friday 12 March from 9.30 to 13.30. SOSE will intervene with two training sessions which will have as their common denominator the methodological innovations in the determination of standard needs.

The first report, held by Larysa Minzyuk of the SOSE Study Center, will focus attention on the weight of real estate assets in determining standard needs. This recent innovation has been included in the calculation methodology because it is more suitable for better understanding the differentiation of expenditure of local authorities.

The subject of the second speech, held by Roberto M. Dispotico, Head of Standard Requirements SOSE, will be the new standard needs for the social sector. To better grasp the elements that differentiate the various levels of expenditure, for the social sector the new methodology takes into consideration a territorial specification at the provincial level.

2021 brings with it important innovations on the local transfer system which will gradually overcome the historical expenditure criterion to move closer to an equalization system on which the standard needs and the fiscal capacity of the Municipalities will have a significant weight.

Speakers include Andrea Ferri, Francesco Porcelli, Alberto Scheda and Paolo Calvano.

The event, organized by Anci Emilia Romagna, the ER Region and IFEL, is free upon registration and is aimed at the Mayors, Budget Councilors, Managers and Officials of the Financial Sector of the Municipalities and Unions of Emilia-Romagna.
