Expenditure quality analysis

For the Education, Environment, Transportation and Equality of opportunity the load factor is displayed.
Load factors refer to exogenous components that are not directly attributable to the discretionary choices of local governments but are closely linked to the demand expressed by other higher-level government authorities and by other entities external to the Local Authority.
For the Territory, Police and Procuring entity functions the services level is displayed. The service level variable is represented by a set of indicators (simple or composite depending on the function) of the services relevant for the individual function.
For the Metropolitan Cities Exclusive functions and the Mountain Provinces Exclusive functions the services cannot be assessed.
Local authorities are positioned in four quadrants according to the expenditure level and the level of services provided/ load factors. By combining these two dimensions:
- Local authorities in the lower right quadrant record a historical expenditure higher than their standard need and services/ load factors lower than the average of local authorities. On the opposite side, local authorities in the top left quadrant record a historical expenditure lower than their standard need and services/ load factors higher than the average of local authorities;
- Local authorities in the lower left quadrant record a historical expenditure lower than their standard need and services/ load factors lower than the average of local authorities. On the opposite side, local authorities in the top right quadrant record a historical expenditure higher than their standard need and services/ load factors higher than the average of local authorities.
