The new FC100 Questionnaire is now available online and is aimed at updating the data relevant for the calculation of standard expenditure needs related to the fundamental functions defined by Legislative Decree No. 216/2010.

The questionnaire concerns financial year 2024 and is addressed to municipalities, unions of municipalities and mountain communities in the Ordinary Statute Regions (RSO), as well as municipalities and unions of municipalities in the Sicily Region.

To access the platform, users may visit the “Questionnaire” page and click on the “Access the data collection” button.

The questionnaire is divided into two modules:

• Structural Data;

• Personnel and Financial Data.

The first module, Structural Data, collects information on the characteristics of the authority and its territory, as well as on the resources available for service provision in the areas of public education, social services and childcare facilities, administration, management and control (technical office), local police, roads and transport, and territorial and environmental management.

As with the previous questionnaire, the section dedicated to financial data will be pre-filled with information from the 2024 Management Report and Financial Statements, making the data collection process simpler and faster. In addition, this year users will again be able to enable multi-user access and associate multiple authorities with a single user account, allowing delegates and entities authorized by local administrations to complete questionnaires for different municipalities in an orderly and fully traceable manner.

As usual, the questionnaire must be completed in all its sections by municipalities, unions of municipal and mountain communities in the RSO, as well as by municipalities and unions of municipal in the Sicily Region, for both financial and structural information relating to fiscal year 2024, within 60 days of the publication in the Official Gazette of the Ministry of Economy and Finance Decree No. RR 113 of 18 May 2026.
