Updated data as of 2021 concerning the standard expenditure needs for the fundamental functions of municipalities in the ordinary-statute regions have been published on OpenCivitas. As customary, the data can be consulted through the application menus available on the website and will also be made available for download in open data format.
What are the main methodological updates?
The new data incorporate the methodology approved in October 2023 by the Commissione Tecnica per i Fabbisogni Standard (CTFS), which introduces significant changes in the determination of standard needs relating to the General Administrative, Management and Control Functions and the Local Police Functions.
Specifically, the standard needs for the two functions subject to methodological revision have been determined using a two-stage panel estimation model, fully consistent with the approach already adopted for other functions.
In the first stage, for both functions, a per capita expenditure model is estimated using data from seven reference years (2013, 2015, 2016, 2017, 2018, 2019 and 2021). In the second stage, structural characteristics of municipalities—namely those subject to very slow variation over time—are analysed.
With the application of the methodological updates in force from 2024, the weight assigned to the General Administrative, Management and Control Functions in the composition of the overall standard need has been revised. The share of general administration needs included in the equalisation mechanism has been increased from 70% to 90%. The CTFS has planned to implement this adjustment gradually, with full stabilisation expected by 2028. For the 2024 reference year, a weight of 74% has been applied.
What is the impact of this methodological update?
This methodological update is significant because it aligns the structure of standard needs more closely with the actual conditions of municipalities and enhances the fairness of equalisation transfers. In particular, increasing the share of needs associated with administrative functions will primarily benefit smaller municipalities, where administrative functions play a central role.

The 2024 reference year has been added to the section dedicated to the Fondo di Solidarietà Comunale (FSC). By consulting the relevant page, citizens and local administrators can review the resources allocated to their municipality by the Fund, examining each item in detail and clearly distinguishing among the compensatory, historical and equalisation components.
